Dr. Kara Mitchell Viesca is an education policy, language education, and teacher education scholar whose work advances equity in the policy and practice of educator development, particularly for teachers of multilingual learners. She understands policy as both text and a relational process through which teachers, students, families, and communities act as policymakers, with the goal of self-actualization in reciprocity with accountability. From this perspective, teaching and learning are central sites where policy is studied, created, and enacted, ideally towards individual and collective liberation.

Her scholarship pursues three interrelated aims: building relational infrastructures, innovating research methodologies, and innovating teaching and learning policies and practices toward community thriving. She co-founded and co-leads the Teaching and Learning Coalition for Multilingual Education (TLC4ME), a national coalition of more than 70 scholars dedicated to advancing equity and justice in multilingual education. She co-founded and serves as managing editor of Racial Justice in Multilingual Education (https://rjme.org/), and she is leading the development of the Handbook of Teacher Education for Multilingual Learners. Her book with Nancy Commins, Humanizing Pedagogies with Multilingual Learners: Transforming Teaching in Content Areas (Routledge, 2026), offers a framework that supports teachers as humanizing practitioners and policymakers.

A former language teacher, she has published 43 peer-reviewed journal articles, 37 additional publications, and has led more than $4.6 million in externally funded projects (see https://icmee.unl.edu/). She also holds a lifetime appointment as Docent in Teacher Education at the University of Turku, Finland.
